State Department warns of global violence targeting LGBTQ community

The State Department issued a worldwide caution security alert on Friday, warning of potential terrorist attacks, demonstrations, or violent actions against U.S. citizens and interests. The alert was prompted by intelligence citing threats by ISIS against Pride events in parts of Europe. The bulletin specifically mentioned the increased potential for foreign terrorist organization-inspired violence against LGBTQI+ persons and events. This is the first global threat warning issued since October 2023.

The FBI and Department of Homeland Security also issued a warning last week about the potential targeting of LGBTQIA+-related events and venues. Foreign terrorist organizations or supporters may seek to exploit the increased gatherings associated with the upcoming June 2024 Pride Month. June is recognized as Pride Month in many parts of the Western world, including the U.S. While the State Department bulletin is primarily for overseas travel, there is concern about a domestic threat from ISIS. An unclassified intelligence bulletin dated May 10 highlighted ISIS’s recent external operations in Iran, Russia, and Turkey, as well as calls for attacks against the West.

The Joint Counterterrorism Assessment Team, which includes inputs from the FBI, DHS, and the National Counterterrorism Center, also issued guidance on violent extremist attacks, plotting, and messaging against the LGBTQIA+ community. The document referenced an incident in October 2023 where a user of a U.S. video game company publicly swore allegiance to Hamas and ISIS, calling for attacks. The guidance emphasized the need for greater engagement between the LGBTQIA+ community and public safety officials. The last significant ISIS attack occurred in March in Moscow, Russia.

In response to the heightened threat environment, the Department of Homeland Security continues to work with partners to evaluate threats, provide updates to the public, and protect the homeland. The public is urged to stay vigilant and report suspicious activity to local law enforcement. The alert underscores the ongoing challenges posed by terrorist organizations and the need for proactive measures to ensure the safety and security of all individuals, particularly those within the LGBTQIA+ community.
