Somalia urged to punish officials violating citizens’ rights

Isha Dyfan, the Independent Expert on the Situation of Human Rights in Somalia, recently concluded an official visit to the Horn of Africa nation where she highlighted the impact of deadly attacks carried out by Al-Shabaab terrorists on civilians, particularly women and children. She strongly condemned these attacks and urged the government to take all necessary steps to protect civilians and ensure that armed groups comply with international humanitarian and human rights law. Dyfan also called for the prosecution of state officials involved in human rights violations and emphasized the importance of holding them accountable and providing adequate compensation to survivors.

During her visit, Dyfan met with representatives from the Somali Federal Government, civil society, the African Union Transition Mission in Somalia (ATMIS), and various UN agencies. She urged authorities to promptly investigate and prosecute cases of sexual and gender-based violence, emphasizing the need to strengthen capacity for investigation and prosecution in order to ensure that victims are protected and have access to justice and effective remedies. Allegations of rape, gang rapes, and homicides must be addressed efficiently, with alleged perpetrators identified and brought to justice.

The independent expert also expressed grave concerns over continuing restrictions on civic space in Somalia, including harassment, arbitrary arrest, detention, and imprisonment of journalists and media workers, leading to self-censorship. She emphasized the importance of a safe and inclusive civic space for good governance, rule of law, and violence prevention. While she acknowledged the appointment of the Somali National Media Council members as a step towards enhancing the media landscape, Dyfan received concerns that the process was not in accordance with the media law.

In conclusion, Dyfan appealed to the international community to continue its assistance to Somalia in strengthening Federal and State institutions to promote the rule of law and human rights. She also urged the international community to strengthen its humanitarian response and reinforce long-term resilience against future disasters in Somalia, as the country continues to face serious cyclical humanitarian and climate challenges. As the Independent Expert on the Situation of Human Rights in Somalia, Dyfan plays a crucial role in monitoring and reporting on the human rights situation in the country, advocating for the protection of civilians, combating sexual and gender-based violence, and addressing restrictions on civic space. Her visit and statements underscore the ongoing challenges faced by Somalia and the urgent need for action to protect human rights and promote accountability.
