UN rights chief calls for open debate space in Venezuela

UN High Commissioner for Human Rights Volker Türk recently delivered an update on the human rights situation in Venezuela, highlighting increasing restrictions on civic spaces and urging stakeholders to reverse course. In a statement to the Human Rights Council, Türk expressed concern over reports of detentions of supporters and members of the opposition as the country prepares for upcoming elections. He emphasized the need for a change in such practices and called for respect for the people’s will during the electoral process.

The Venezuelan Presidential elections are scheduled for 28 July, with local, regional, and legislative polls planned for 2025. Türk identified these as key opportunities to uphold democracy and urged for a constructive dialogue among the people and with the state institutions to overcome divisions and rebuild the social contract among Venezuelans. He stressed the importance of respecting the will of the people during these critical electoral moments.

In his briefing, the UN rights chief also raised concerns about the economic conditions in Venezuela. Despite official figures indicating a 5% growth in GDP last year, Türk noted that Venezuelans still face significant challenges in accessing food, health, and education. He highlighted the disproportionate impact on women, people in rural areas, and indigenous communities. Türk cited reports indicating a lack of medical or nursing staff in three-quarters of the country’s health centers between July and August last year, as well as the criminalization of abortion leading to unsafe procedures and maternal mortality. He called on authorities to address these concerns in line with international obligations and to lift sectoral sanctions exacerbating human rights challenges.

Türk also expressed alarm over the alarming number of femicide cases in Venezuela. Between January and November last year, 186 cases of femicide were reported. He emphasized the importance of investigating these killings, strengthening prevention and response efforts, and implementing effective protocols to address gender-based violence. Türk called for a comprehensive approach to address femicide and ensure justice for victims.
